PAL Membership Application Steps on how to become a PAL member. Step 1: Please print out ALL three sections of the PAL Application. Step 2: Fill out, and turn in to your local Long Beach PAL Facility. OR Step 1: Go to your neighborhood PAL and fill out one in person. Membership requirements: Youth between the ages of 7 and 17.
